That there was no training facility for Urdu and Arabic Method Subjects in the B.Ed. Course under any University of West Bengal and the Post Graduate Basic Training Course in any P.G.B.T College under the Government of West Bengal till Academic Session 2002 - 2003.

The Government of West Bengal has granted recognition to the Minority Post Graduate Basic Training College as a recognised P.G.B.T. College under the Article 30 of the Constitution of India with retrospective effect from 23.11.1990 by G.O. No. 57-Edn(CS)/5S-3/98 dated 21st January, 2003.

That the University of Calcutta has granted affiliation as B.Ed College, Sarisha by letter No.1059/UCAC/27/6/2003 dated 27th June, 2003. The University of Calcutta has listed the said College on 06.05.2006 as Serial No. 20 B.Ed. College, Sarisha, Mollarthesh, P.O. Hashim Nagar, P.S. Phalta, District 24-Parganas (South) with the method subjects Bengali, English, Education, Geography, History, Mathematics, Physical Science, Life Science, Arabic, Urdu, Work Education, Accountancy & Book keeping in the category of the Government and the Government-aided College. In the year 2003 the University of Calcutta provided recognition granted to the B.Ed. College, Sarisha with Arabic and Urdu as Method Subjects first in nature in the State of West Bengal.

The Eastern Regional Committee (ERC), NCTE has granted recognition to the B.Ed. College, Sarisha for the Academic Sessions 2003-2004 to 2005-2006 as per the Rule 7 (2) vide revised date on 19.09.2006 as per the Gazette of India Extraordinary Part -II -Section 3 - Sub, Section (1) Ministry of Human Resource Development (Department of School Education & Literacy) New Delhi, the September, 2006 vide (i) Memo No. ERC/WB-SV/36/06/4877 dated December 08, 2006 and (ii) Memo No. ERC/WB-SV/36/06/4878 dated December, 08, 2006.

That the University of Calcutta has notified being Notification No. CSR/67/07 dated 16/07/2017 states inter alia-

b) "Candidates who have been admitted during the Session 2005-2006 but the Institutions from which they have appeared are yet to get N.C.T.E. recognition".

The Government of West Bengal has released Salary grants in favour of the Teaching and Non-teaching Staff by G.O. No. 408 (Sanc)/EH/N/CS/1C-324 (Part-II) dated 11.1.2011 and G.O. No. 231 (Sanc)/EH/N/CS/1C-324. (Part-II) dated 17.10.2011 as per the direction dated 22.09.2010 of the Hon'ble National Commission for Minorities, Government of India, New Delhi. That the National Commission for Minorities, Government of India was pleased to pass the order on 22.09.2010 inter alia ……. "that his college is the only existing Muslim Minority B.Ed. College in the State of West Bengal and earlier the Post Graduate Basic Training College run by him was duly recognized by the Govt. of West Bengal vide letter dated 21.01.2003 with retrospective effect from 23.11.1990 to 30.06.2003".

That the Higher Education Department, Government of West Bengal, CS Branch as stated in the Memo No. 1629-Edn(CS)/10M-16/2010 dated 3rd November, 2011 inter alia: ...."that this college is the only existing Muslim Minority B.Ed. College in the State of West Bengal".
